way of imposing a limit on the exports to those countries with
whom no direct sales agreements have been concluded, and to
auggest that the only way of regulating exports to French Indo-
China appears to be by the conclusion of an agreement for the
direct supply of opium to that Colony. The Government of India
are of opinion that such an agreement should be expedited as much
as possible,

I am also to enclose a copy of a letter received from the
Government of Bengal, No. 114-S.R. dated the 15th January 1924, and
its enclosures, which bears on the subject and indicates the
immediate pacessity of a direct sales agreement with French Indo-
China.
